NCRS-ish wheel question: date codes

I was looking at the date codes off my '69 Rallys and I noticed they matched each other, with Oct 1968. That seems like an early wheel. The car is a Nov, 69 car. This would be about 13 months prior.

I know NCRS only judges the spare's date code. It does not say in the JG whether 6 months prior is the max on wheels, per usual on many items, or up to a year like on some glass.

Anyone know this?
