C2 seat belt nut (threads) on body missing? 1965

I was wondering what I am going to have to do to re-install a lap-belt on the drivers side near the door ,next to seat. I installed the other side no problem it has a stud on the column side and a nut went over , BUT the opposite on the other side my long bolt 11/16 (?) factory style that goes into the hole and screws in has NOWERE to screw in -its just a hole with not nut in it or threads!! I believe its fiberglass . Am I missing something - I can not get in behind it as the frame covers that area underneath. A body guy suggested fiberglass a nut in place but not sure ! How is such an important piece of safety missing or broken, I have hit the windshield before and was not wearing a seat belt and have scars to remind me. Biggest fear is rolling it without a belt on.
