brake question

I have a 2003 Z06 with 60K miles. Today I was changing shocks to C6Z shocks and when I spun the front rotors by hand they didn't spin freely. It seemed like they were rubbing on the brakes. is that normal or time for new brake pads?

PS- new shocks equal amazing.
