Vacuum Line

Can anyone tell what this is and what it does. I just put a new 170* THERMO in my C5 w100k now at idle temp is getting to 230*... Im sure it is a faulty thermo i got fro Corvettes of Weschester. Want to confirm befor I take the switch back to the factory THERMO.
